Ok well it starts with my character concept. A techie who likes to build and repair things. Smart hero 3/Techie 1. So i wanted something to help provide him with more materials to work with. so i took Create Object. But then i thought i should also have some form of super movement, and took Teleport, but i wanted to restrict it to Portals instead of the real teleport. Also i took Comprehend Mech to aid me in working with machines, and then to tie most of it all together i took Cosmic Energy Control, whose Alternate feats include Teleport and Create Object. So my list looks something like this
Cosmic Energy Control(x2/rank) -Create Object (x2/rank) --Innate --Precise --Progression --Subtle ---Duration -Teleport (x2/rank) --Portal Comprehend (2x/rank) -Machines

Okay. First question: are you sure Cosmic Energy Control is appropriate for your concept? It will give you a big 'ol blast attack, which seems a bit of a non sequitur. Powers don't have to be tied into a big umbrella power and then Alternate Powered.

No, but it was the only one that seemed like it would fit what i want my Create to be able to do. I thought it would be easiest to have a base power to base everything from.
Create object is the most important thing for me, the rest can come or go, but i want to be able to basically make anytype of simple item i want. And then be able to use those items to jury-rig or craft other things. like the Ultimate Mr. Fix-It

I'm Basing my Character of the Main dude from F.E.A.R. Fast 3/Gunslinger 1 with, I was thiking a Bunch of linked boosts that raised my Dex a ton, maybe Speed 1, and Extra attacks, maybe some feats, all set up with Slow fades so that they all turn off at the same time, so that for a while, I can kick myself into overdrive, sort of like Haste, but better... I wonder if I could find a way to get some extra actions?

Hell, Create Object with Innate, Precise, Subtle power Feats, The Duration extra and the Permanent Drawback, you could say- Let there be tank, Make a Craft Check, and there will be a Tank. That would be awesome. Granted, A Tank would require Rank 10 unless you have the Progression feat.

Well my original idea was for small objects, maybe weapons, or tools, so that my character could craft or repair just about anywhere. If i took the Quickness power i could even drop the time required to craft things to almost nil as well..

Okay, this may sound stupid, but can we Change in Extra Power points for Regular mortal skills/talents/feats/levels that arn't super? Part of my Concept sort of calls for a more tallented, less super hero.

I think we're only getting the latter, considering that this game is d20 Modern with M&M bolt-ons and not the reverse.
