I have been told i can find the definition for this in the PHB or DMG, but i cant seem to find it. Can someone fill me in?

Point-buy - A DM assigns an amount of points, people 'buy' stats for their character. Here's how it works.
Every stat starts at '8'. From there, it costs a single point to raise any score by 1. This continues until you reach the score '14' - In other words, when the mod increases to +2. Then you pay the cost of the mod to increase it. As such, when you reach 16, raising the score by one costs 3 points.
Here's a chart:
Total cost of raising a stat from 8 to....
9 - 1 point 10 - 2 points 11 - 3 points 12 - 4 points 13 - 5 points 14 - 6 points 15 - 8 points 16 - 10 points 17 - 13 points 18 - 16 points
Naturally, you can't buy a stat of higher than 18. Although mods by race do apply after the buying stage.
Typical amounts you're given to work with include
20 - Low-power campaign 25 - Low, but standard power campaign (Allegedly, all of D&D is modelled after this point buy, specifically the stats of 8, 10, 12, 13, 14, 15) 32 - K-Man's point buy (As I recall). Considered Mid-level power, I think. 40 - High-power campaign.
Anyone's free to correct me on that last section. I don't have my DMG on me. And, ofcourse, 3.5 might have changed it in ways I'm unfamiliar with.
But that's point-buy for you.
