I thought I'd try our new (well renamed at least) Q&A section.
I am planning a character, for use in a 4E game.
I was hoping for his background to be that he was experimented on as a small child to no obvious effect but then as he progresses through his adventuring life he start manifesting teleportative powers.
I am assuming that there must be feats/classes/powers that I can choose as he levels up which will give him teleportative powers. But was looking for feedback from those with more complete knowledge of what is available as to what approach they thought was best.
At the moment I am assuming wizards and warlocks have some teleport powers. I am not sure what the 8 new classes in PHB2 can do. Also I know arcane power just came out and that may give more options but I have not seen any of the book yet.

ok i dont knwo about the phb2, but the only real class that has a constant, or real, teleport ability is Warlock, Eladrin preferably. they get alot of abilities that allow you to teleport. Understand that teleporting isn't truelly a huge deal in 4.0. Every Eladrin has a teleport, and so does every warlock... i think...

Hopefully Jolith will chime in here for you, or maybe some of the Moonhaven guys, since my 4e experience is practically nil. Though I do remember what Rojito is mentioning. I would think it nuts if 4e didn't have any teleportion options, though I think the truly large-scale teleporting is done via Rituals. Or whatever they're called.

Right off the bat I'd suggest Eladrin as they have an encounter power that allows them to teleport 5 squares.
However, you want the manifestations to come later in levels. In that case I'd recommend Swordmage. They have multiple utility powers that allow them to teleport. I believe they get one at 2nd level that allows them to teleport and switch places with another person, a 1st level daily that allows them to teleport and attack, a 6th level utility that allows them to teleport also.
Those are just the low level powers. I had a friend (Worloch, for TheUdjat's reference) that made an Eladrin Swordmage and almost never walked around in combat, instead teleported everywhere.
If you don't like that idea, and want a Striker over a Defender, then I'd suggest a Fey Pact Warlock. They get a Misty Step ability that allows them to teleport 3 squares when a cursed opponent is killed. They also get some teleporting utility powers too.
From what I've seen so far, Wizards really don't get much teleporting powers. They're controllers and really just stand back and lay down ranged Burst or Ranged Area spells. So not much in mobility.
