Alright, this is what's going up on the Wizards.com Eberron general boards tomorrow. It was spawned by an Eberron gaming session in which our group tried to sell a stolen jeweled breastplate, matching sword and scabbard. Transcript; Us - "Can we sell this stuff to a local merchant." DM - "No. Any merchant in this town is too poor to pay out the gold the set is worth. You could take it to Sharn." Me - "This is bunk, I'm gonna eBay this crap..." (Slight Pause when realization hits...this is what came of it.)
eBerray Three took a step forward, jutting an adamantine finger at the board. “What about this one Kellis? It bears an arcane mark.” The House Sivis message board shook slightly from the powerful jab of the Warforged, as did all things Three touched. Kellis moved forward, nodding approvingly. “Looks sound, but does it have flaming? Farmuul is a were-creature, covered in fur. I want flaming before we head back to his tower.” Kellis moved his eyes down the page. As they reached the bottom, he gasped. “Look at the shipping! Forget it, find one from a different seller.” Delyra, the only female in the party, stretched a lithe arm towards another piece of parchment. “This one has flaming and is keen. It also offers shipping through the Kundarak OpenVault.” Kellis shifted down the board, nearly tumbling over a small Sivis scribe that was tacking up another listing. Cursing his poor eyesight, the changeling slowly read the words on the paper - thankful the seller had paid to have the listing translated into common. “No good. See how poorly constructed the sentences are? It’s probably some Goblin trying to pawn a stolen item, or worse, no item at all.” “Ironic, coming from you…” Delyra’s half-wolf eyes poured over Kellis with a cruelty and mistrust only found in the pupils of a shifter. Kellis ignored the glare and remained focused on the board, reading and summarizing the listings aloud. “Already too high.” “Not silver.” “Ooh! A repeating crossbow arm! Three, you could use this!” Three just shook his head and continued to watch the changeling move about, furiously flipping through the inches-thick layers of parchment on the board. Some papers had images, others blinked like the stars in the night sky, but none were apparently what Kellis was searching for. Three felt a light tap on the rear of his left thigh, and turned. He focused his glowing green eyes on a small Gnome scribe, gently rapping his legs with a staff. “Excuse me, new listing.” Three stepped aside and watched the Gnome tack a piece of parchment to the board. It glittered with the alluring brilliance that only dancing lights could produce. With a slight whir, Three’s eyes focused and absorbed the delicately scrawled words on the page. Without a word, Three pulled Kellis, by the edge of his cloak, and placed the changeling inches before the paper. Kellis also read the listing, a wry smile spreading across his lips. Without a sound, Kellis strode across the message house floor to the desk where a Gnomish scribe looked at him quizzically. “I’d like to place a bid…” The Idea – Combining the strengths of House Sivis and House Kundarak, adventurers no longer have to find a large enough town to sell their goods, nor do they have to search high and low to find an item they desire. They can sell items, buy items or even trade items – all in the exciting new Eberron marketplace, eBerray. Using House Kundarak’s amazing control of finance and magical transportation between banking centers, and House Sivis’ unrivaled messaging and authentication capabilities, eBerray is a marketplace that all in Khorvaire can enjoy. It allows merchants and adventurers alike to maximize their financial gains and it allows rare collectors to find what they seek for the right price. Founded by a group of retiring adventurers after much deliberation with House Kundarak patriarch Baron Morrikan d’Kundarak and House Sivis doyenne Lysse Lyrriman d’Sivis to ensure both houses would profit, eBerray has exploded beyond anyone’s wildest dreams. For a minimal fee, adventurers trying to sell loot from a dungeon can list what they have for sale and get the most gold for their items. Others, perhaps trying to survive the dangers of Xen’Drik, can ensure they get the right gear for the mission. Like the words scrawled above each eBerray message board say – “You’ll find it here…” The Mechanics – A seller wishing to sell an item begins by first going to a House Sivis/House Kundarak eBerray station. There are stations being erected in all House Sivis and House Kundarak locations, and there are plans to build collaboratively owned locations in many provinces. The seller begins the simple process by having a House Kundarak scribe post a listing by paying the fees found in table 1-1. The listing can be enhanced with additional options, all available at low costs to the seller, also found in table 1-1. The enhancements include adding Dancing Lights to the parchment to attract buyers, using Prestidigitation to cause blinking lights or sounds on the parchment to alert potential buyers to a great deal…even going to so far as to use Silent Image on the parchment to offer rotating views of the item for sale. The most desired enhancement is an Arcane Mark, which proves the seller has had the item inspected by a House Sivis mage and is verified to be represented correctly. All of these are enhancements that a seller can use to attract a potential buyer. Once a listing is prepared and the listing fees are paid, House Sivis sends a broadcast Message to all eBerray stations - which is translated into parchments and tacked to a wall. The parchments remain up as long as the item is still for sale or being bid on, and with the explosion of eBerray, there are usually an enormous amount of parchments on any eBerray board. Potential buyers can view all the listings, heeding the additional enhancements or not and making judgment calls from the listing itself, then, should the item suit them, make a bid or purchase it. There are fees associated with purchasing and bidding, to pay for the use of the House Sivis messaging system, and those fees are located in table 1-2. Bidding can become quite expensive with the bidding fees, so the thrifty buyer often places one bid at the maximum they are willing to spend. Placing a bid automatically updates the listing with the most current price and the bidding fee covers the expense of placing updates to the listing at all eBerray locations. The seller can leave the listing up for a pre-determined length of time, usually less than a week, and view all bids placed on the listing by going to any eBerray station and using their identification papers and an authentication password. If the item has sold, they contact the buyer and finalize the deal by shipping the item through any number of venues. The seller may also post the listing with a ‘simple purchase’ option. Should the buyer desire the item immediately, they can just pay the listed price and obtain the item. The buyer incurs the fees for a ‘simple purchase’. For a small fee, House Kundarak has constructed something they refer to as the OpenVault, a magical vault accessible to all using eBerray. The seller deposits the item in the OpenVault with their identification papers and creates a password that they then pass onto the buyer. The buyer can enter any House Kundarak banking center, use their papers and the password to retrieve their item. It is the most desired method of shipping as there is little on Khorvaire more secure or fast. It is not the only method of shipping. As listed in Table 1-3, a buyer has many options available to them. All options are relatively secure and protected with identification paper authentication and passwords, but all buyers should beware…there are some in the world that seek to defraud.

The Rules - There are contracts to sign with listing an item, ensuring that the seller is representing the item correctly and does indeed have the item. If these basic rules are broken, the individual and their identification papers are flagged and a small task force is assigned to find the rule-breaker. If they are not found, the task force simply moves to the next flagged individual, as there are many fraudulent sellers. Should that fraudulent individual attempt to sell on eBerray again with the same identification papers, they are arrested on the spot.
Bidding on an eBerray item is a contract, although bid retractions are allowed at an exorbitant price, it is greatly frowned upon.
Buyers that fail to make payment are also flagged by their identification papers, but are not tracked down. They are simply denied bidding or purchasing when they attempt to use the eBerray marketplace again. Nearly all payments are transferred through the House Kundarak banking centers for a nominal fee. It is fast and secure, but there are occasional sellers that demand payment in full through a different medium to avoid the House Kundarak banking costs. The task force does not enforce any payments outside of the House Kundarak banking system. Table 1-4 shows the House Kundarak banking system costs for items purchased on eBerray, paid for by the seller.
The ‘Task Force’ assigned to security was the group of retired adventurers that originally founded eBerray and they have since increased their numbers ten-fold. They call themselves ‘Delivery Boys’ as they are normally tasked with finding fraudulent sellers and forcing them to ‘produce’ the items they misrepresented on eBerray. They travel in groups of no less than three and usually are comprised of a pair of fighters for strength, a rogue for gathering information on their target, or a mage to magically track their target. They can be easily identified as they all bear the eBerray mark, a gold coin surrounded by a ring of fire.
Killing or otherwise hindering an eBerray task force bears all the consequences of the region the perpetrators commit the crime in.
There is no monitoring of the items sold on eBerray, but there are restrictions on what can and cannot be sold.
The prohibited items are; - Slaves or other unwilling, living creatures. - Intangible objects or services. - Objects or services with a ‘timed’ life or hazardous materials. (Such as a Delayed Blast Fireball in a box, perishable food etc)
It is impossible to list these items, as all listings must be posted through an eBerray station. Services can be posted, such as a mage offering spells cast at a discounted rate, but failure to produce the desired service will result in being flagged by the tack force and suspension of eBerray privileges.
The Advantage - Aside from finding anything anywhere, eBerray mainly benefits the seller of an item as the price can often soar above and beyond the normal value of the item. It may also benefit buyers as they can often times find items for sale at a considerably cheaper price than a region where demand and prices maybe high. The adventurers may be in a smaller town where the financial power of the town is small and unable to support their needs, but they can find an eBerray station and buy what they need from a seller in a larger town, where demand and cost is low. Table 1-5 shows the random price adjustments to items sold or bought on eBerray. ________________________________________________________________________

(1,000-20%=800) Likewise, a seller on eBerray could try to sell the same shield for a profit by rolling higher on the same table above. I.E. – While selling a +1 shield, the DM rolls a ‘17’. First, I think it's an awesome idea. It would be horrible for any other campaign setting. But it's perfect for the flavor of Eberron. Second, here's an idea for the random listing... normal listing/magical cloak and boots. (Identify them and we'll throw in some magic gloves!) (Actually the equipment taken from a dead rogue by an adventuring party w/o access to identify. Cloak/boots of elvenkind, gloves of dexterity +2Price: 8,000
