How about anyone who doesn't post for a day or two in combat automatically takes the refocus action, so the problem we're having with Haqim slightly stalling the currant fight is alleviated...

I agree. It's been 24 hours since their last posts, so I think they ought to refocus. It's not that bad an action anyway. Perhaps we ought to have each player write a script for "What would ______ do?" in a specific situation.
As it currently stands, the goblins are facing a color spray, followed by an attack from a sneak-attacking rogue, an unarmed monk, and a way-too-scary-looking cleric.

One wonders why the six scrawny goblins aren't retreating. They don't like even odds... oh, and I hope Arabis saves his smite for the demons. Goblins would just be a waste.

Agreed, and it will be so. If someone would like to put a situational script in their character post, I will take that into consideration. As Wizard says, they are facing a color spray, not much they can do. Maybe when they snap out of it, they'll do something akin to running and screaming, who knows.

Sort of...they emerged, initiative was made, they lost, big time.
Londo went first, killing one, Exlethan stunned the rest, and then you moved forward effectively reducing one to a form of goblinoid toothpaste. They lost that round due to the color spray stun, and then by their initiative next round, they were either all dead or captured.
