Order of actions : Manoeuver first, shoot second, extended actions may happen at any time (except boarding, which replaces shooting)
One extended action per player or key NPC. Alternatively they may control a shooting or manoeuver action (using their own or their crews stats, and using fate points)
Maneuvering(-varies) - can also ram as part of a manoeuver
