By the time Glass got to the harbor, admittedly it was not much of a harbor, his friend had gone. "Probably to our lodging I suppose. I think it was called The Traveler's Tent. I hope the name is not being literal but looking around I'm not sure."
On a whim Glass decided to explore a little. His heart began to pick up pace again but this time it was not due to any infatuation. This wrenched place was home and he had returned. And now he would set it free, just as he was free.
By the time Glass's mind came back to the present he found himself by the mud fort. It had not been hear before and yet it's damaged surfaces seemed evidence to the contrary.
Near by a small group of half-orcs wear talking. The language was new to Glass so he leaned against a wall and started listening.

Nokomis wandered in from the desert, the nomad that no tribe would have. She left her companion out in the desert, a town was no place for him. It was no place for her either, but covered as she was from head to foot, she could pass for human and those that knew otherwise weren't likely to say anything.
She had come to see if any newcomers had arrived on the ship and planned to stay. If they wanted to travel though the desert itself, they would need a native guide to survive. And there were few guides better than Nokomis. She wasn't looking for coin as such, for there was little to spend coin on in the desert. But new magic to help her survive was always welcome.

Glass can make out a conversation for it did take him some bit of time to get there. what he can make out from it is this didn't expect to see my kin around these parts, what's brought you here?" are race was almost wiped out in the war. we part of what is left, we ban together. we found country to take us in, gave us jobs. Job simple.We stand here and don't let people rob and keep things and others out. in return we get food. money and all the water we want. we protect citizens and punish miss doers. we are mercenaries for hire and go to largest bidder, he has water, food, shelter and shinnies. do you need to hire us, if so take it up with our master. glaring at the new half Orc, your not hear for water are you? They seam to be smarter then the last time Glass had encounter this race. things must have really changed, for they seamed to be able to hold a full conversation without having to bash or kill things, yet.

Nokomis walks around into the city and like other travelers the kids beg her to give them water, but then she sees a camel with water and kids in line with clay cups.
she has never been this far before she has heard stories of a free nation not ruled by dragons but the rummers were just tall tails for nomads she meet along her journey. she normally finds work in the city but also knows that on water day that most trailers head to the Keep for these is a water weal within it. That was the best place to look for work. for it is where caravans going out need guides the most.

Skar tells the half Orc's that he is on a quest to find all the living half Orc's and re-form there once great tribes. However they are the only 2 he has found so far. "If I find more of our kin ill send word to you on where we can be found should you wish to join us. On the talk of your master who is he? And why dose he need to hand out water rather than just let the people use a well when they want?

our master is the great chieftain Lurtzoghar . He is the strongest of our kind here. we don't have much water so we must ration it. in order to pay caravans for the water they bring us, we must find ways to pay them. the fee for water use is one of them. we get lots of gold from the far reaches through trade but they don't come often and we need more ships. we need wood for ships and wood we don't have. we sell fish and other things and we get by. If lord Lurtzoghar did not make the fee we would run out of water. Lots people would just take and take to much for only them. more people would die of thirst. this way he keeps from running out as more of his people alive. One should not talk openly about re forming the 9 great tribes of the desert, One may think you want to start another revolution. That kind of talk got lots of our kind killed for races not our own. I would be more careful if i were you. he goes to shake your hand do you take it? you and glass can make K( nobility royalty). K( history) rolls and seance motive.
Also if you think it is a spell use spell craft,
If i miss any you think apply i will hear the explanation as to why you could use it hear.

Glass picks up bits and pieces of the conversation threw his knowledge of Gnoll and Goblin but ultimately gives up on the dialogue and turns his curiosity elsewhere. Orcs had either gotten smarter or magic was in play. He let himself tune into the magic around him and looked at the conversation with new eyes.

with your nobility roll you get that Lurtzoghar, has a clan and was know as a worrier that fought in the rebellion on the side of the rebels, he lost 3/4 of his army. then in disgrace of the defeat he was ordered buy the red dragons into exile, thinking the desert would kill him. he is found of punishing the weak, and the strong will survive as he and his kind did, and the desert will kill the weak.
History would tell you that during his exile, he became a chief once more took the city over and declared himself the ruler of the free nation and has been hear ever since. and the fort constructed, the water fee is something ever since the fort was build.

Callo and Nokomis see: in the middle of the court yard there is a weal. It is well guarded for you count 10 guards standing around well not letting anyone come near but they fill the jugs and money exchanges hands and the peasants leave back to the city. the court yard has a few tents with camels tied to them. and there are a few doors through leading to the inside but have two guards at each.

Callo walks directly to one of the guarded doors, but glances at the well as she passes trying to gauge the cost of water.
At the door she states simply "I'm here to see your boss"

the time line gets a bit confusing but hear is how it goes in my head, if it is to unclear i'll change it slightly so that it fits with all your characters. you need to do a k(history) in order to find out those questions in less you are from hear and in this case you are so you would know.
the war was 85 years before now. the rebellion lasted a year and a half. the current leader was in exile for 70 years, 10 more years passed with him with a new clan. 5 years later he took the city and built the fort. in those 5 years sand dragons have attacked a few times about once or twice every 2 years. the building needed to be rebuilt each time they do. so over all 85 years have passed since the war.

the guards look at Callo and shake their heads. Boss sees no people on water day. he has much work can't see you. come back tomorrow.
if you are hear to enlist go to the tents and the guards there can fill you in.

Callo looks towards the tents but doesn't leave, "tell me, how long have the rivers here run dry?"
Am I correct in saying then that the orcs turned up here 5 years ago, conquered the city, seized control of all the water sources and now act as enforced intermediaries with water traders? OOC: I'm wondering what race the leader is. He must be well over 100 years old now! No human, orc, or half-Orc could still be going strong after 85 years without some serious magic involved!
