The library may be a great place to start but then he sees a paladin escorting two others. he rushes out to meet them.
"Excuse me officer are these two under arrest?" looking for any signs the paladin would have on him. Hoping from that he may be able to tell what rank and religion just in case he was not who he said he was. One can never be to trusting.

Harknail does not have any holy symbols, nor does he particularly look like a Paladin. Yes, he has on full plate, which is most commonly worn by paladins, but he's not so much wearing it as metal plates are bolted on to him. Harknail is obviously some kind of made thing, the likes of which have not been seen for a very very long time...

Does that change how you approach them?
